Currently, in order to access the More Actions Panel for a card, you either have to have it open in Preview, or you have to be in a parent card in Noteboard view and interacting with it as a child card. If the child card is open in Noteboard view, there is no way to access the More Actions panel.

Out of interest what specifically are you trying to access from the More Actions panel on the Cover?
If you’re using the desktop / web app you can just right click to access all the same actions. Although this isn’t available on mobile. We’ll see what we can do to improve this 
Ah, thanks @tobias I didn’t realize right-click did the same thing on desktop. I was trying to access Junk and Share options more easily.
