Parent Note, Child Note and Reference

Is it possible to have a Parent Card “People”, have child cards for each individual and then reference a child card by name is separate cards ?

Yes this is totally possible, and actually a great workflow. For example, you could have a “People” card like so, that has important tasks or summaries on the parent card, with an example of how the backlinked references look like on the “Pam Beesly” card:
